David is a New Zealand qualified lawyer. He was admitted as a Barrister and Solicitor of the High Court of Zealand in 2014. He joined Harcus Parker as a Senior Associate in 2023 from a leading claimant firm where he had been involved in building the firm’s competition team.
David has worked at leading New Zealand law firms and leading firms in the UK. David has experience acting for competition authorities, regulators, defendants, and claimants.
In New Zealand, David acted for companies and individual directors being investigated by the New Zealand Commerce Commission. Since moving to the UK David has advised public bodies in relation to competition and procurement issues and developed a strong claimant focused competition practice. David played a leading role developing the landmark competition claims against water companies in the UK. David was involved in and advised the CMA on various pieces of litigation, including some of the appeals against the CMA’s abuse of dominance decisions against pharmaceutical companies and in relation to penalty decisions against two major retailers for failing to comply with Interim Orders imposed as a part of a merger inquiry. David has also advised public bodies and private entities on procurement challenges, competition issues, and a range of public law and regulatory issues.
David completed his LLM in competition and public law at the LSE in 2019.
